California Proposition 65 and Leo Product Safety Management

This month we will continue our featured topic, California Proposition 65 (“Prop 65”), but will focus on updating you on our latest product safety management measures and the specific actions that we have taken to ensure product safety and our commitment to your safety requirement needs.

► What is Leo’s Product Safety Policy?
    ♦ As a responsible manufacturer, Leo puts great emphasis on: 
      • Providing products that comply with customers’ requirements, product safety laws and regulations, as well as protecting end users and the environment.
      • Continuously improving our product safety performance across the organization and along the entire supply chain to achieve quality reliability and
        excellence.
    ♦ Leo has also set up a Product Safety Steering Committee led by the General Manager of our Integrated Management Department. Members include the Sales
      Department, Procurement Department, Integrated Management Department and our Leo’s CPSC accredited laboratory. This committee provides daily
      support on all matters relating to product safety issues for every order.

► How does Leo ensure product safety and compliance?
    Leo has been QC080000 accredited since 2010. QC080000 is a Hazardous Substance Process Management system. We have also established a full Product Safety
    Management Framework covering 7 important areas:

► What is the mechanism of updating “Prop 65” requirements?
    ♦ Partnership of our in-house laboratory with the leading world testing laboratory (SGS) enables Leo to acquire the latest product safety news and information
      related to “Prop 65”. 
    ♦ In addition, we are also able to acquire other international and national product safety regulations and requirements of US laws, including CPSIA, CHCC,
      REACH and other major countries to ensure our product safety compliance.

► What steps has Leo taken to control chemical substances related to Prop65?
    ♦ Leo has a rigid purchasing and testing system for product safety. We have strict lead and phthalates content control for printing ink, varnish, and all 
      production materials. Our latest test covers 15 phthalates, which is well beyond the scope of Prop 65 and CPSIA. 
    ♦ Since 2011 Leo has collected the full MSDS of all production materials and scanned these against a pool of hazardous constituents listed in all common
      regulations in the US and Europe. Currently, Leo’s list of hazardous constituents includes over 4,000 CAS#, which covers all items listed in Prop 65.

► How and what is the competence of Leo’s staff regarding product safety?
    We had invited SGS, an external laboratory, as our principle consultant to provide tailor-made in-house product safety training annually since 2012. In the past 
    years, there was over 1500 staff that completed training which covered management level, sales, purchasing, testing, manufacturing, warehouse and IT. We
    also extend this training to our suppliers. In addition, we continue to raise our Leonians’ awareness through monthly email circulations. Moreover, a special
    team formed by colleagues from our Sales, Technical, Legal and Procurement Departments and Top Management was established to handle product safety
    incidents to resolve any safety issues swiftly.
