The New Toy Safety Directive Chemical Requirements

The New Toy Safety Directive (TSD) 2009/48/EC annex II part III (chemical requirements) will take effect on July 20, 2013. The TSD defines toys as "products designed or intended, whether or not exclusively, for use in play by children under 14 years of age". Major changes include:

1. Migration limit of 19 heavy metals (the new EN71-3:2013), restriction on the use of substances classified as carcinogenic, mutagenic or reprotoxic (CMR), nitrosamines and nitrosatable substances and 66 allergenic fragrances.
2. Safety Assessment shall be carried out before placing a toy on EU market.
3. Technical Documentation shall contain all relevant data and details of the means to ensure that toys comply with the requirement.
4. Internal Production Control to ensure the compliance of the manufactured product with the requirements.
